The Financial Situations reports he is functioning with a consortium of investors to set together a bid for Spurs.
It added Najafi was weeks away from approaching Tottenham proprietor Joe Lewis and Spurs chairman Daniel Levy.
Lewis is a British billionaire, who acquired Spurs for £22m from Alan Sugar in 2001.
Najafi is a minority shareholder in NBA team Phoenix Suns.
